The Human Resources Strategic Business Unit (HR SBU) supports the implementation of corporate initiatives, and their core businesses and policy priorities by providing comprehensive human resources advice, policy direction, strategic planning, and interpretation of collective agreements and related legislation. The HR SBU provides support to senior management decision-making and planning by providing expertise in large transformational initiatives, talent and performance management, workforce and human capital planning, organizational culture, capacity and engagement, organizational health, safety and wellness, and strategic labour relations.

What can I expect to do in this role?

In this role, you will:

• lead, oversee and coordinate ministry-specific and/or corporate strategic human resources projects/initiatives by providing complex planning, research, analysis, development, interpretation, strategic advice and consultative services;

• support large transformational initiatives and organizational development and design within a labour relations climate;

• support the strategic human resources priorities of the ministry by developing, implementing and delivering programs and initiatives in the areas of people strategy such as talent and performance management, succession planning, and leadership learning and development;

• assess, develop, monitor and evaluate overall business impacts and risk management strategies associated with achieving ministry business plans;

• develop and recommend for implementation changes in organizational capacities and competencies, restructuring, and organizational and business changes.

How do I qualify?

Knowledge of Human Resources Management Principles and Practices:

• You have a keen understanding of and expertise in industry human resources practices and trends including experience leading or supporting human capital planning initiatives.

• You are knowledgeable about HR legislation as well as policies and programs in several of the following strategic HR knowledge areas: health and wellness, employee engagement, accessibility, compensation and strategic labour relations.

• You have experience with supporting transformational initiatives and organizational change and development initiatives through organizational design, job and competency design, gap analysis, union-management relationship-building, and workforce adjustment/deployment/inplacement strategies.

• You are up to date on OPS diversity, inclusion and anti-racism priorities, and can apply that knowledge in providing advice to clients.

Leadership and Project Management Skills:

• You have demonstrated strong project management and strategic planning skills and experience to lead, oversee and coordinate large-scale strategic human resources projects and initiatives under tight timelines and with limited resources, involving a wide range of stakeholders and contributors.

• You have proven experience in providing leadership and collaboration through all project phases including scope, timeframes, milestones, deliverables, planning, recommending staff resources, guiding staff, and completing project deliverables on time from initial concept through implementation and adoption.

• You have the demonstrated ability to lead interdisciplinary teams and/or working groups of professional staff who are not direct reports.

Conceptual and Analytical Skills:

• You are a detail-oriented, conceptual thinker with proven strong analytical and research skills to monitor and evaluate programs, identify impacts, develop recommendations, and understand and interpret complicated business initiatives.

• You have experience applying strategic and conceptual thinking to issues and impact analyses to contribute to the development of programs and program frameworks.

• You have proven ability to research, analyze, synthesize and interpret program data, and provide feasible solutions and recommendations for corrective action and/or implementation.

Communication, Presentation and Relationship Management Skills:

• You have developed and sustained solid working relationships with clients, colleagues and internal/external partners.

• You act with integrity, your commitment to confidentiality is unquestioned, and you can develop appropriate responses to sensitive situations.

• You have a proven ability to achieve results using a positive, collaborative and values-based approach with peers and clients.

• You have demonstrated exceptional written communication skills to develop programs and prepare reports, recommendations, briefing materials, presentation decks and communications materials.

• You have demonstrated exceptional oral communication and presentation skills to effectively facilitate and deliver presentations and briefings to senior executives/clients, and provide advice and recommendations to facilitate the decision-making process.

Salary Range: $72,675.00 - $107,093.00 per year
