Programmer/ Analyst – HRIS

Waterloo Regional Police Service

With more than 1000 sworn and civilian members, the Waterloo Regional Police Service (WRPS) requires a Programmer/ Analyst – HRIS. As the Programmer/ Analyst - HRIS…  

You Will:

  • Oversee, facilitate, and project manage the technical implementation of our Human Resources Information System (HRIS) and Time and Attendance System (TAMS) ;
  • Perform system administration, programming, and technical support for the HRIS, TAMS, Applicant tracking, Training/Learning Management Systems;
  • Coordinate the development, modification, and maintenance of user interfaces;
  • Consults with users to ensure that new system configuration, procedures, and tools are functioning as programmed and are being utilized accurately;
  • Develop customized reports and dashboards functions in the HRIS and TAMS; and
  • Recommend and implement technical solutions to gain process efficiency and improve data integrity.

You Have:

  • Knowledge of the design and implementation of business solutions using information technology systems and administrative procedures, normally acquired through successful completion of a post-secondary education in Computer Science, Information Technology, or related field;
  • Three (3) years specializing in HR Information systems and Time and Attendance Management systems (preferably Kronos) design, configuration, and support;
  • Critical thinking and analytical skills to identify process inefficiencies and areas of optimization, normally acquired through three (3) years of experience in process design and system implementation;
  • Previous experience within a System Development Life Cycle, including the development of use cases, test plans, and test cases is considered an asset;
  • Demonstrated skill in developing complex queries on relational database specifically MS-SQL or ORACLE using developer tools (e.g., SQL*Plus and PL/SQL, SQL Studio); working knowledge of programming languages such as JavaScript, PHP, Visual Basic, HTML, XML etc. to support applications; and
  • A valid Class 'G' Ontario driver's licence with no more than six (6) demerit points.

You Are:

  • Proficient in using reporting and business intelligence technologies (e.g., Power BI, Tableau, Crystal Reports, Microsoft Visual Studio Reporting Services) and Microsoft Office Applications (Excel, Outlook, Visio, PowerPoint, Access and Word);
  • An strong communicator with excellent interpersonal skills;
  • Self-motivated and organized with a well-developed sense of time, projects and priority management 
  • Advanced proficiency in Microsoft Excel (pivot tables, macros and complex formulas), and other MS applications (Visio, PowerPoint, Access and Word.) Advanced proficiency in Microsoft Excel (pivot tables, macros and complex formulas), and other MS applications (Visio, PowerPoint, Access and Word.)Collaborative and enjoy working as part of a team in a structured job environment; and
  • Able to meet the testing and police security requirements for the position.
