Job Summary
Reporting to the Manager, HR Systems and Analytics, the Associate Manager, Human Resources Replacement Staffing, is responsible for the daily management and coordination of the district’s replacement staff, including Support Staff (Spareboard) and Teacher Teaching on Call (TTOC) employees.

This role ensures temporary vacancies are addressed and resolved and oversees the identification, tracking, monitoring, and reporting of the district’s replacement staffing needs. The Associate Manager works collaboratively with HR colleagues, school administrators, and union partners to ensure effective staffing solutions that support the operational needs of the district.



Responsibilities

  • Manages the Spareboard and TTOC lists to ensure optimal coverage for all district schools and worksites.
  • Coordinates and resolves ‘fail to fill’ situations, including proactive problem-solving, monitoring, and reporting to ensure minimal disruption to school operations.
  • Provides leadership and direction to the dispatch team by delegating tasks, monitoring performance and offering feedback and support. Delivers ongoing training as processes evolve and identifies opportunities to optimize team productivity and resource utilization.
  • Liaises with the Recruitment and Support Services teams and with District Principals regarding replacement employee assignments and list management.
  • Analyzes trends, identifies issues, and prepares briefs and recommendations for senior management to inform strategic staffing decisions.
  • Develops and maintains effective working relationships with managers, principals, supervisors, union leadership, and Human Resources personnel.
  • Provides guidance and technical advice to staff on replacement staffing procedures and district policies.
  • Provides resources and guidance to employees on absence and dispatch processes and practices, advises on replacement staffing and pay issues, and participates in union grievance procedures, as required.
  • Ensures compliance with collective agreement provisions and district policies in all replacement staffing activities.
  • Ensures the accuracy, completeness and integrity of the HR data within the system through regular audits, data clean-up and validation checks. 

 

QUALIFICATIONS
Education & Experience

  • Bachelor's degree or diploma in human resource management or related field. Minimum of four (4) years’ experience in a human resources environment, ideally with supervisory responsibilities and preferably in a large, unionized organization. An equivalent combination of education and experience will be considered.
  • Experience with replacement employee processes in a unionized setting is an asset.

The salary range for this position is $90,291 to $112,864 per year with comprehensive benefits package and Municipal Pension.

 

Placement in the salary range is determined by an assessment of qualifications and ability to meet the key requirements of the job, and consideration of internal equity comparisons. The midpoint of the range represents an employee that possesses full job knowledge, qualifications, and experience for the position.
