Responsibilities

Under the general direction of the Director of Human Resources Service Excellence in the Human Resources and Organizational Development department, this position will serve in the capacity of trusted consultant and subject matter expert through the delivery of advisory services to management and senior leaders across the University. The incumbent will provide reliable, responsive and professional advice on human resources matters involving the University's which would include human resources best practices, the interpretation of collective agreements, policies and procedures, and relevant jurisprudence related to the post-secondary sector.

As a member of the broader team within Human Resources and Organizational Development, this Senior Human Resources Business Partner will engage and collaborate regularly on Human Resources issues integrated with portfolios and accountabilities of other specialists within the team and provide guidance on how to problem solve more complex legislative or contractual matters. The position will support leaders on various Human Resources matters including disputes resolutions through the grievance/mediation/arbitration process which in many cases may be more complex in nature. The incumbent will also partner with leaders and specialists in other areas of the university to provide Human Resources expertise and guidance as it pertains to projects, initiatives and investigations.

The successful candidate will:

  • Develop and deliver workshops and/or training to stakeholders on the administration of collective agreements and best practices in Human Resources;
  • Foster a collaborative relationship with University leaders and provide strategic advice and guidance to ensure continued compliance with relevant policy, collective agreements and terms and conditions;
  • Work closely with leaders and labour partners to understand, prevent and resolve issues and develop a proactive and constructive relationship;
  • Oversee, support and conduct investigations related to employment matters in conjunction with management;
  • Manage more complex grievance files from start to finish including liaising with stakeholders and labour partners, preparing formal responses, statement of facts and attending mediation/arbitration hearings;
  • Develop recommendations and solutions to prevent and manage labour relations issues and facilitate issue resolution process;
  • Provide assistance to stakeholders on Human Resources best practice and the interpretation and application of collective agreements, relevant policies, arbitration decisions, and applicable legislation;
  • Help ensure all legislated, collective agreement and policy driven obligations of the University are met;
  • Provide assistance in the preparation of bargaining mandates and strategic planning through research and data analysis. Participate in labour negotiations;
  • Other duties as assigned.

Qualifications

  • A Bachelor's degree in business administration, commerce, human resources, psychology or related field and/or equivalent combination of experience and education;
  • A Master’s degree in Labour Relations, Business Administration or L.L.B/J.D. is preferable;
  • A CHRP/CHRL designation is preferable;
  • Five to seven years experience within human resources and/or labour relations coupled with proven knowledge of applicable employment legislation within a highly unionized organization;
  • Experience assessing and interpreting collective agreement language and providing effective guidance to stakeholders;
  • Experience handling contentious matters with sensitivity, confidentiality, and diplomacy;
  • Effective verbal and written communication skills, including adept listening skills;
  • Exceptional facilitation and negotiation skills;
  • Sound problem solving skills based on continuous improvement methodology;
  • Excellent organizational skills to prioritize workload in a fast-paced environment with changing deadlines and the need to respond quickly to meet departmental/employee needs and resolve problems;
  • Third party facilitation / mediation training is an asset;
  • Alternative dispute resolution training is an asset;
  • Verbal and written competency in both official languages (French and English) is required.

The official University hours of operation shall be from 9:00 a.m. to 4:30 p.m., Monday through Friday, during, and including, the months from September to April, and from 8:30 a.m. to 4:00 p.m Monday through Friday during and including May to August., amounting to thirty-three and three-quarter (33.75) hours per week.
