Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

The Client Partner, Work Design & Compensation is responsible for providing consultation on compensation/work design issues including organization redesigns and related short and long term impacts. Provides advice regarding the consistent application and interpretation of various collective agreements. Approves resolves to classification grievances on behalf of Fraser Health by negotiating with provincial union representatives, provides advice to clients regarding grievance resolutions and identifies associated costs. Develops and evaluates excluded jobs for Fraser Health. Represents Fraser Health on industry committees related to compensation/work design.


Responsibilities

  1. Consults with managers, directors and other clients on compensation/work design issues and assists them to meet strategic and operational goals. Consults on organization redesign and advises clients of the short and long term impact; identifies and advises on financial impacts. Liaises with other functions within human resources and the organization as required to complete the consultation.
  2. Provides advice and guidance to clients regarding the interpretation and administration of various collective agreements, local agreements, legislation and policies as they relate to compensation; ensures consistent application of these agreements and directives; provides direction to support services such as Payroll and Benefits & People Information.
  3. Develops and evaluates excluded jobs within Fraser Health; provides advice to clients on the design and classification utilizing the Role Assessment Plan; provides advice on the application of Fraser Health's Excluded Employee Performance Plan.
  4. Approves job classifications for included jobs and submits to the respective union on behalf of Fraser Health.
  5. Makes recommendations on appropriate jurisdiction of work (e.g. included or excluded).
  6. Provides compensation/classification leadership by investigating, analyzing and resolving classification grievances and inquiries; conducts job audits with employees.
  7. Negotiates resolves to classification grievances on behalf of Fraser Health including identifying resolve options, determining the costs associated with various resolve options, obtaining consensus with clients, and signing off on final resolve dollars.
  8. Provides advice to clients regarding grievance resolution processes including guidance on fact finding, strategizing employer position, preparing for and conducting meetings with provincial union representatives, Health Employers Association of BC (HEABC), and preparing for cases proceeding to third party hearing.
  9. Promotes constructive union management relations through respectful communication and interest-based problem solving; liaises with provincial union representatives to resolve problems, consult on issues, and provide/exchange information on work design & compensation issues affecting employees such as organization changes, local agreements, reclassifications and classification appeals.
  10. Represents Fraser Health on industry committees related to work design & compensation.
  11. Develops job descriptions, in collaboration with clients, outlining job role responsibilities and qualifications that are consistent with the respective job classification system.
  12. Responds to union objections to job descriptions; negotiates with provincial union representatives to resolve the issues.
  13. Investigates work design & compensation issues; identifies appropriate jurisprudence and industry practices; develops, recommends and implements contract interpretations, policies, procedures and programs to create and improve consistent work design & compensation practices within the organization.
  14. Participates in record maintenance by updating various department databases as appropriate and providing data that tracks statistics on work design & compensation activities.
  15. Remains current in work design & compensation policies and practices and other legislation; health care collective agreements and work design & compensation practices.
  16. Provides direction and assigns job descriptions and other requests to Compensation Assistants as appropriate; oversees and checks assigned work; provides input into performance and hiring.

Qualifications

Education and Experience

Bachelor's Degree plus courses in Human Resources Management, or a related field plus five (5) to seven (7) years' recent, related experience in human resources that includes job classification experience within a unionized environment or an equivalent combination of education and experience.

  • Proficiency in the use of office software applications as effective tools in the role as senior manager.
  • Utilizes principles of job design and job classification to support and move forward major organizational change.
  • Linkages with departments and future trends to identify new job design and/or qualifications to develop new job in health care to address strategic human resource strategies.
  • Maintains active network with resources in health care organizations across BC and Canada to keep current on new trends.
  • Proficient in the use of a personal computer and related software applications.
  • Physical ability to perform the duties of the position.
