We are hiring an experienced Organizational Change Management (OCM) Lead to support large-scale transformation initiatives for the Government of Manitoba. The successful candidate will lead change management strategies, stakeholder engagement activities, communication planning, and organizational readiness efforts to ensure successful adoption of business and technology changes.
This role requires strong expertise in change management methodologies, communication strategy, stakeholder engagement, ADKAR assessments, impact analysis, and enterprise transformation initiatives. Experience supporting SAP projects, public sector environments, and large-scale organizational change programs is highly preferred.

Position Overview
The OCM Lead will be responsible for developing and executing comprehensive change management strategies to support business transformation initiatives. The role involves assessing organizational impacts, creating communication plans, engaging stakeholders, supporting adoption activities, and ensuring successful transition outcomes.
The successful candidate will work closely with project teams, leadership, business stakeholders, and impacted user groups to drive effective change adoption across the organization.
Key Responsibilities
Change Management Strategy & Planning Develop and execute organizational change management strategies for medium to large-scale transformation initiatives. Create change management plans, communication strategies, and stakeholder engagement plans. Conduct organizational impact assessments and identify change impacts across business processes and teams. Develop change readiness assessments and ADKAR-based evaluation activities. Build change networks and support change champions throughout the organization. Identify potential adoption risks and develop mitigation strategies. Guide organizations through significant operational and technology transitions. Communication Strategy & Stakeholder Engagement Research, gather, organize, and craft strategic messaging for various stakeholder groups. Develop and manage communication plans aligned with project objectives. Create communication materials including: Scripts Web content Articles Presentations Surveys Marketing and awareness materials Deliver clear and effective communications to executives, employees, and project stakeholders. Provide regular reporting and updates to leadership teams. Support stakeholder engagement activities throughout project lifecycle. Change Execution & Adoption Management Oversee execution of change management activities to ensure successful adoption. Measure change readiness and adoption effectiveness. Support business users through transition activities. Collaborate with project teams to align change activities with implementation timelines. Develop training, awareness, and support materials where required. Monitor feedback and adjust change strategies as needed. Leadership & Project Support Provide leadership and guidance on change management best practices. Work effectively with cross-functional teams and senior stakeholders. Manage multiple priorities and competing deadlines in fast-paced environments. Apply strong business and political acumen when navigating organizational change. Support project governance, reporting, and decision-making activities. Participate in enterprise transformation initiatives. Required Skills & Experience
