Position Summary Manpower is partnering with a leading organization in the oil and gas sector to hire an Industrial Relations Manager.
The Industrial Relations Manager is a key member of the Construction Site Management Team on large, complex industrial construction projects. Reporting to the Project Director and Construction Director, with functional support from Regional Human Resources, the role serves as the primary advisor on labor and industrial relations matters.
The position is responsible for maintaining effective relationships between project management, contractors, labor providers, unions, employees, and regulatory agencies while ensuring compliance with collective agreements, Project Labour Agreements (PLAs), labor legislation, and company policies. The Industrial Relations Manager provides leadership in labor relations, collective bargaining, dispute resolution, workforce planning, and contractor compliance to support a productive, safe, and stable project environment.
Key Responsibilities Labor Relations and Collective Agreements Administer and ensure compliance with Collective Agreements, Project Labour Agreements (PLAs), labor legislation, and employment standards. Serve as the primary liaison between management, contractors, unions, employees, and regulatory agencies. Maintain effective relationships with Building Trades Unions, labor organizations, contractors, and workforce representatives. Monitor labor market trends, wage data, labor availability, and workforce issues affecting project execution.
Collective Bargaining and Negotiations Lead or support negotiations related to PLAs and other project-specific labor agreements. Provide management input and recommendations on collective bargaining matters. Represent the company during labor-management meetings, mediations, arbitrations, and dispute resolution activities.
Grievance and Dispute Management Administer grievance procedures and lead investigations involving workplace disputes, employee complaints, and labor relations issues. Facilitate resolution of disputes involving unions, contractors, employees, and management. Identify labor risks and recommend actions to minimize workforce disruptions and project impacts.
Contractor Workforce Management Hold contractors accountable for fair and compliant workforce practices. Ensure contractors adhere to labor agreements, employment standards, and workforce policies. Support workforce planning initiatives to promote labor stability and project productivity.
Policy, Programs, and Workforce Engagement Develop and implement labor relations policies, procedures, and workforce programs. Provide oversight for workforce initiatives including transportation, Living Out Allowance (LOA), accommodations, and site access requirements. Support development of employee handbooks, orientation materials, and workforce communications. Lead monthly labor meetings and provide training and guidance on labor relations best practices.
Compliance and Reporting Ensure compliance with applicable labor laws, human rights legislation, safety requirements, collective agreements, and project labor agreements. Advise management on labor risks, work stoppages, jurisdictional disputes, security concerns, and workforce issues. Prepare reports, labor metrics, and recommendations for project and senior management. Maintain records of labor relations activities, negotiations, grievances, and resolutions.
Qualifications and Experience Education Postsecondary education in Industrial Relations, Human Resources, Business Administration, Law, Labor Studies, or a related discipline preferred. Professional HR, Labor Relations, or Industrial Relations certification is an asset.
Experience Minimum 20 years of heavy industrial construction experience. Minimum 10 years of labor relations experience working with construction trade unions, contractors, or major industrial projects. Demonstrated experience administering collective agreements, Project Labour Agreements, grievance procedures, and labor negotiations.
Required Competencies Technical Knowledge Extensive knowledge of collective bargaining, collective agreement administration, Project Labour Agreements, labor legislation, employment standards, and construction workforce practices. Understanding of Building Trades agreements, wage structures, labor market trends, and contractor workforce management.
Leadership and Communication Strong negotiation, mediation, conflict resolution, leadership, and stakeholder management skills. Excellent written, verbal, presentation, facilitation, and training skills. Ability to work effectively with executives, project teams, contractors, union representatives, employees, and regulatory agencies.
Personal Attributes High integrity and professionalism. Strong analytical, organizational, and problem-solving skills. Ability to manage confidential information and multiple priorities in a dynamic project environment.
Technical Skills Proficiency with Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint). Ability to prepare reports, presentations, workforce communications, and labor analytics.
