PURPOSE OF ROLE

 

The Manager, Payroll Services, is responsible for managing payroll services as well as administering the corporate pension plans. Management of payroll includes all related statutory and benefit-related remittances for Canada Lands Company CLC Limited, including the Real Estate and Corporate (“REC”), as well as Build Canada Homes, collectively the “Company”.

The role reports to the Senior Director, Financial Operations and will be responsible for directly performing all payroll administration activities, including payroll processing, time and attendance administration, employee payroll support, payroll reporting, statutory remittances and year-end payroll activities.

The role requires the utmost confidentiality, and the capability to balance the needs and interests of the Company, its employees, customers, and all other stakeholders.

 

KEY FUNCTIONS

 

Payroll

  • Collaborate with ADP Comprehensive Pay to process, review and audit bi-weekly payroll for approximately 350 employees (both unionized and non-unionized) across the Company, ensuring accuracy and timeliness of processing.
  • Partner with Senior Director, Financial Operations and Executive Vice President, Finance and Chief Financial Officer to formulate execution strategy for strategic initiatives related to payroll services team.
  • Co-ordinate/partner with Human Resources (“HR”) regarding employee initiatives that impact payroll in order to ensure alignment and efficiencies for both departments/teams.
  • Review payroll services processes and procedures and suggest process improvements to Senior Director, Financial Operations and other business partners in the interest of creating efficiencies or enhancements for payroll services team or related business partners.
  • Ensure payroll is processed in accordance with respective Collective Agreements to ensure compliance with all aspects of the Collective Agreements.
  • Ensure statutory payroll remittances are filed accurately and on a timely basis. 
  • Calculate, review and process monthly taxable benefits, including vehicle benefits and other taxable allowances, ensuring accurate payroll reporting and compliance.
  • Prepare the Company’s financial statement note relating to Key Management Compensation – quarterly for all Executives
  • Prepare annual payroll budget sheets for the Company and year-end outlook as part of the Company’s budgeting process.
  • Provide HR with quarterly payroll benefit results.
  • Support all internal and external payroll audits.
  • Lead payroll system implementations, upgrades, and testing.
  • Perform all other duties assigned or requested by management.

PENSION ADMINISTRATION AND SUPPORT

  • Administer the Company pension plan including all related remittances and reporting.
  • Administer benefits fee and pension deductions/start-up/payout with the pension administration provider.
  • Provide necessary support to the Company’s Pension Committee and make recommendations.
  • Oversee submission of bi-weekly pension contribution to the Company’s pension provider.
  • Facilitate and assist Senior Director, Financial Operations with annual pension fund audits.
  • Co-ordinate pension education info sessions with pension provider training staff.
  • Perform all other duties assigned or requested by management.

STATUTORY

  • Ensure all entities are in full compliance with respect to statutory deductions (Federal and Provincial taxes, UIC, CPP/QPP, QPIP, HSF, EHT, WSIB, CSST and Pension rules and regulations for all provinces).
  • Communicate with Canada Revenue Agency, Quebec Revenue Agencies, Pension Commission, Workplace Compensation Boards, Ministry of Finance, and Statistics Canada.
  • Filing of workers compensation information for employees across Canada.
  • Coordinate year-end processing of all company payroll taxes, including T4 summaries, T4’s Rev1, T2200’s.
  • Prepare all annual government reports: EHT, workers compensation/CSST(QC) and pension plan.
  • Prepare and submit annual pension return to Pension Commission of Ontario and Canada Revenue Agency

 

KEY REQUIREMENTS QUALIFICATIONS AND EXPERIENCE

  • A relevant college diploma or university degree in business administration, finance, accounting, payroll or equivalent is preferred. A diploma from a secondary school is required.
  • A minimum of five to seven years of demonstrated experience in payroll administration. Experience in a management role considered a strong asset.
  • Experience processing payroll for both unionized and non-unionized employee groups.
  • Experience with payroll system setup and implementation considered an asset.
  • Membership with the Canadian Payroll Association and certification through the Payroll Management Certificate Program is required.
  • Demonstrated functional familiarity with ADP, Workforce Now (“WFN”) payroll system preferred
  • Demonstrated Excel knowledge and ability required.
  • Demonstrated ability to work at a very high level of attention to detail.
  • Bilingualism (English/French) is an asset
