As a Senior Data Strategist in Human Resources (HR), you will join an evolving people analytics team building workforce intelligence practices for one of Canada's largest municipal governments. In this role, you will analyze workforce data in its organizational context and turn it into meaningful insights and reporting that help leaders make evidence-based decisions. You will collaborate with analysts, consultants, and partners across the organization to help clients understand workforce data and trends, apply evidence-based practice, and turn insights into action. Primary duties include: Translate complex workforce analysis into clear, evidence-based narratives, dashboards, reports, and recommendations that support business planning, organizational decisions, and practical action. Interpret complex workforce datasets using structured, hypothesis-driven reasoning across areas such as turnover, retention, engagement, recruitment, and workforce planning. Lead data-driven conversations, working sessions, and cross-functional discussions that shape how partners understand workforce issues. Build trusted relationships with business partners and teams, serving as a credible analytical voice on workforce questions that matter to their work. Lead complex analytical projects from question to conclusion, managing scope, timelines, client expectations, and concurrent workstreams. Build analytical literacy and data confidence across HR through structured learning sessions and lead the benchmarking community of practice by convening partners and translating external trends into insight.

Qualifications A degree in Computer Science, Data Science, Software Engineering, data engineering or a related field and at least 8 years of progressive experience in people analytics, HR analytics, or workforce intelligence. A background in human resources, business, economics, organizational psychology, or a related discipline is preferred. Strong people analytics practice, including interpreting complex workforce data, applying structured analytical reasoning, and producing insight-driven outputs that support strategic and operational decisions. Demonstrated ability to build trusted working relationships, serve as a credible analytical voice, and lead data-driven conversations, working sessions, and briefings with partners across HR. Strong project leadership capability, including managing concurrent analytical workstreams, aligning client expectations, and delivering high-quality work on time and to scope. Deep knowledge of workforce processes and the employee lifecycle, including recruitment, retention, performance, engagement, and workforce planning. Working understanding of privacy legislation and data governance as they apply to workforce data, with the judgment to handle sensitive people information responsibly. Experience in a public sector, municipal government, or large complex organization, including leading or coordinating communities of practice, benchmarking networks, or cross-organizational working groups. Formal grounding in statistics, quantitative research, or organizational research design. Proficiency in Microsoft Power BI or a comparable visualization platform. Knowledge of Alberta's Protection of Privacy Act (POPA) as applied to HR analytics and reporting. Strong written and verbal communication skills, including the ability to explain analytical findings clearly, write with precision, and adapt messaging for different audiences.
