As a Part-Time Learning & Development Strategist, you will be responsible for evolving and delivering Recreation & Social Programs' (R&SP) Business Unit's learning and development (LD) strategy and program. In this role, you will play a critical role in the competency and career development of employees in this Business Unit (BU). Strategically seeking to create professional development opportunities for staff, working collaboratively with management and supervisors to understand the unique development needs and competency gaps of employees in order to design, develop and/or deliver tailored LD programs, training and initiatives. Primary duties include:
- Support the evolution and implementation of the Business Unit's LD strategy.
- Conduct needs assessments associated with the implementation of R&SP's critical strategies and business operations, design responsive learning strategies and plans, create content and implement LD training and learning opportunities using appropriate delivery methods.
- Design, develop, deliver and/or coordinate customized LD programs and trainings to meet specific business and employee needs, applying best adult learning practices, knowledge and research.
- Provide LD subject matter expertise to support priority R&SP projects (e.g. R&SP Equity Strategy; GamePLAN).
- Lead LD-specific projects, including managing internal project team members, external vendors, developing cost estimates, setting priorities and reporting on LD progress and timelines.
- Collaborate with management, subject matter experts and business clients to recommend and deliver optimal LD solutions.
- Coordinate the BU maintenance of and support for the Corporate Learning Management System
- Support opportunities for continuous LD improvement including evaluations for measuring learning success.
Qualifications
- A degree in Business Administration, Human Resources Management, Communications or a related field supplemented by additional training in adult education, with at least 5 years related experience in learning and development.
- Intermediate proficiency level in Microsoft Office (Word, Powerpoint) is required.
- Previous experience in a learning and development role is essential.
- Previous experience working with Articulate360 and eLearning authoring software is preferred.
- Experience with Learning Management Systems (LMS) is preferred.
- Certification from the Association for Talent Development or Institute for Performance and Learning would be considered assets.
- Previous experience in delivering training for Equity, Diversity & Inclusion or Recreation or Social Programs operations would be an asset.
- Successful performance in this role requires application of established adult learning principles, advanced relationship-building, communication (written and oral) and facilitation skills, proven critical thinking and problem-solving abilities and ability to work in a high-paced environment.
- A demonstrated ability to build strong internal relationships and work collaboratively across the business unit (including management) as well as to work independently, is essential to this role.
- This position requires adaptability and an ongoing growth mindset.

Workstyle: This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. Compensation: Pay Grade 11 $44.76 - 59.84 per hour
Days of Work: This position typically works a 5 day
work week, with 1 day off in each 3 week cycle.
Hours of work: Non-standard 21 hour work week
