SALARY: $27.75-$37.04

JOB SUMMARY: UNDER THE GENERAL AUTHORITY OF THE COORDINATOR OF HUMAN RESOURCES SERVICES, THE TECHNICIAN WILL PERFORM VARIOUS ADMINISTRATIVE AND TECHNICAL TASKS SUPPORTING SELECT FUNCTIONS OF THE HUMAN RESOURCES DEPARTMENT, INCLUDING THOSE RELATED TO EMPLOYEE PROFESSIONAL DEVELOPMENT AND WELLNESS.

DUTIES AND RESPONSIBILITIES

Professional Development Responsibilities

  • Guide employees through PD funding application process, deadlines and supporting documentation required. Review and validate funding applications allowance and guideline compliance.

  • Prepare expense reports, minutes, and materials for PD committees. Record data, review procedures and propose revisions.

  • Record and maintain PD financial data; reconcile expense reimbursement reports monthly with Financial Services. Liaise with Financial Services on annual funding and reconcile reimbursements.

  • Update Clara Professional Development module to reflect employee training done throughout the year. Produce annual PD report (grants and time spent) per Bill 90 requirements.

  • Work collaboratively to design, produce and distribute PD publicity, notices and documents through MIO, email & the JAC Portal and provide logistical support for the planning and delivery of PD career development programs, events, and activities

  • Participate in the exploration of and identification of possible professional development opportunities as needed

General HR administration:

  • Participate in the planning and coordination of employee events in collaboration with other college sector employees (Wellness week, Employee Recognition, etc).
  • Support the development, coordination, and promotion of employee wellness programs (e.g. Employee Assistance Program, Virtual Clinic, etc) and related initiatives that contribute to employee well‑being, working collaboratively with other college sector employees also responsible for employee wellness
  • Process benefit enrollments, changes, and withdrawals. Serve as an internal resource for benefit inquiries from employees, insurance providers
  • Process application for sabbaticals (Deferred and Anticipated), voluntary workload reductions and leaves of absence.
  • Train and guide department users for time reporting (vacation, sick, family responsibility, overtime). Run reports and reconcile entries.
  • Prepare and distribute seniority and status lists for Professional and Support employees in accordance with guidelines in the collective agreements
  • Prepare and post jobs online using the Applicant Tracking System (ATS). Prepare and distribute priority and occasional employee lists. Prepare Offers of Employment/Contracts and Confirmation of Employment letters
  • Participate in continuous improvement projects and department initiatives
  • Document work processes and update as needed
  • Run HR data extraction reports as needed
  • Various HR data entry and validation in Clara/Geremi system
  • Other HR administrative or related tasks

QUALIFICATIONS:

Education

Diploma of college studies (DEC) in administration with an appropriate specialty or, in the office automation field, or a diploma or an attestation of studies that is recognized as equivalent by the competent authority

Specific Requirements:

  • Advanced English – oral and written

  • Intermediate French – oral and written

  • Strong computer skills (e.g. M365 Office, database, online interaction)

  • Knowledge of basic accounting principles

  • Knowledge of CLARA an asset

  • Ability to interact with all stakeholders in a courteous, efficient, and service‑focused manner, including managing sensitive or challenging situations with confidentiality, tact and professionalism.

  • Ability to prioritize and organize work efficiently and accurately

  • Ability to demonstrate initiative through critical thinking and effective problem‑solving

  • Demonstrate qualities aligned with a team approach mindset

Testing may be required to demonstrate knowledge of:

  • Word (intermediate)

  • Excel (intermediate)

  • French (Intermediate written and oral)

  • English (Advanced written and oral)
