Job Description

What makes you great for this role?

You are a strategic HR professional with strong expertise in organizational design, job evaluation, and workforce planning. You bring a data-driven and consultative approach to analyzing structures, reporting relationships, and operating models to improve organizational effectiveness. You partner closely with leaders and People and Culture teams to design practical, sustainable solutions aligned with business strategy.

You are skilled at translating organizational design principles such as span of control and levels of work into actionable frameworks and tools. You communicate insights clearly, support change readiness, and provide coaching that enables leaders to adopt effective structures, processes, and role clarity.

You Have

University degree in Human Resources, Business Administration, or equivalent education and experience 7+ years of HR experience in public sector or medium/large unionized organizations, including 3 years in program or people leadership Strong knowledge of organizational design, job evaluation, and organizational effectiveness Solid understanding of compensation practices and HR processes Experience coaching leaders on redesigning teams and business units Expertise in change readiness, impact assessments, communications, and capability development Exceptional communication skills for diverse audiences, including online and web channels Ability to manage projects, exercise judgment, maintain confidentiality, and lead change Proficient in data analysis/modeling for structures and costs Collaborative mindset with ability to build consensus across internal partners Willingness to travel occasionally to head office and field offices across Ontario as needed

What You Will Do

Partner with leaders and People and Culture teams to assess organizational structures and recommend effective operating models Analyze reporting structures and resource allocation to improve efficiency and effectiveness Lead the development and application of organizational and job design principles, frameworks, and tools Conduct research and assessments to support workforce planning and enhance team effectiveness Identify future-state capabilities and skills required to support evolving operating models, role accountabilities, and organizational priorities Ensure role design, job documentation and compensation considerations are aligned with organizational design principles and business needs Lead organizational design and effectiveness initiatives, leveraging research, project, and change management expertise Partner with People and Culture teams to identify impacted roles and support transition planning, including knowledge transfer and training Monitor and evaluate implemented changes using KPIs and recommend continuous improvements Build organizational capability by sharing best practices and fostering knowledge exchange Contribute to job description reviews and broader HR projects
