ABOUT THE ROLE Reporting to Program Manager, Corporate Contact Centre Transformation, this position is responsible for identifying, designing, delivering, facilitating and monitoring department specific education and professional development programs and initiatives following adult learning principles, in collaboration with department leadership and managers, People, Equity and Culture, external vendors and consultants; continuous improvement review; ensuring consistency with provincial and departmental program applications, and where applicable providing support for compliance with regulatory bodies and agencies.
WHAT YOU'LL BE DOING Collaborates/works with partners and follows corporate strategic leadership, planning and direction related to this function. Conducts need analysis and assessment to identify learning gaps. Supports client groups by proposing a range of learning solutions and professional development options against established needs, competencies, or performance gaps. Identifies and prioritizes a range of learning solutions and models. Develops learning solutions service level agreements that align with department strategies and priorities. Plans for transfer of learning and engage partners in evaluation of learning in relation to business results. Researches, designs, implements, supports, monitors, and evaluates learning strategies. Aligns Department and Corporate learning initiatives provide guidance to staff in the navigation of learning opportunities that support leadership learning and development plans and Department succession planning. Documents goals, design principles, learner profiles, impact of available technology plus interdependencies and constraints. Creates detailed curriculum content, facilitates programs, designs learner and facilitator materials to support learning objectives and performance goals. Anticipates, researches, analyzes, and evaluates emerging trends; identifies and recommends applicable learning solutions. Manages review and revision cycle with learning team, partners, and subject matter experts. Optimizes multimedia learning initiative/solutions and best practices. Assesses learner performance against learning objectives providing feedback and coaching on performance.
WHAT WE'RE LOOKING FOR Successful completion of a University Degree in Public Administration, Human Resources, Human Service Disciplines or a related filed or approved equivalent combination of education and experience. Minimum three (3) years of experience in the design, development, and delivery of adult learning solutions, including the application of adult learning principles and instructional design methodologies. Completion of a post graduate level certificate in Adult Education or Instructional Design or equivalent combination of education and experience. In depth knowledge of instructional design, analysis, measurement and evaluation methods, facilitation, and demonstrated presentation skills. Demonstrated knowledge, skill, and experience in writing detailed reports and proposals, contemporary research, and evaluation methods, including experience interpreting and reporting statistical and demographic data. General knowledge of department programs and services, and the community served. Ability to demonstrate the Region’s core competencies
