The analyst is responsible for the application of payroll and benefits standards and ensures compliance with payroll laws for designated staff categories. It tracks documentation and deadlines for specific files (early retirement, benefits, leave, etc.). It also handles various aspects related to retirement. He collaborates with his colleagues from the Talent, Culture and Organizational Communications team in realizing the employee experience.
Act as a resource person for his colleagues in the vice-presidency on all questions related to payroll processing (2nd level of intervention / expertise). Participate in the optimization of the payroll and benefits process and generate new ideas for improving processes, procedures and tools. Provide payroll processing for staff in assigned categories, and ensure validation and confirmation. Provide payment to the directors and retirees;
Process special requests or ad hoc events in accordance with the provisions of the collective agreements. Ensure the application of the Corporation's policies and guidelines with respect to employee benefits and attendance, overtime management, vacation entitlement and illness. Ensure the processing of the end-of-year pay by validating and issuing tax statements and produce government summaries. Ensure the processing of the 1st pay of the year by performing revisions and tests of the new rates of employee contributions.
Prepare all activities related to the annual fiscal year pertaining to salary progression, performance evaluation and incentive compensation. Perform rebates, check reconciliation and send checks to external suppliers, insurers and unions. Ensure the accounting of salary expenses by carrying out accounting entries (creation, validation and registration) and monitor them in accordance with current agreements (book liabilities, indemnities, etc.) in the accounting system.
Participate in the development of the salary budget for the conduct of the annual budget process. Prepare and bill salaries according to current agreements. Update employee pension plan data and track employee requests (dues, redemption, changes, etc.). In addition, ensure the updating and validation of calculation related to the pension plan of the former SGF (closed plan); Annually, file the annual return and send to Retraite Québec the data per employee from the previous year. Perform scenarios and retirement arrangements at the request of employees.
Perform maintenance and payroll system needs tracking (periodic payroll schedule, accounting entries, re-coding, etc.). Follow up on information needs (creation of payroll codes or other, necessary for human resources obligations). Contribute to the group insurance renewal process for non-unionized employees. Be able to act as a replacement to replace payroll processing in the absence of colleagues.
