General Accountability

Responsible for various recruitment and selection functions within an assigned portfolio, ensuring positions are filled with the best available candidates in a timely manner in accordance with consistent, fair and equitable employment practices. Conducts intake meetings with client departments, reviews postings, sources, shortlists, and interviews applicants. Assesses and evaluates applicants' qualifications to determine their suitability for employment/placement; and extends or assists with offers of employment when appropriate. Organizes and prioritizes hiring to ensure business needs are being met, and performs a variety of administrative duties related to areas of responsibility.

Key Job Functions

  • Conduct intake meetings with business clients to fully understand position requirements; prepare/review job postings; and review and plan external hiring requirements/strategies to ensure most appropriate recruitment.
  • Prepare pre-screen and demographic questions; review/assess resumes and prepare shortlist of applicants; prepare/review structured interviews and rating sheets, participate in panel interviews, providing advice, guidance and assistance, and conduct testing and/or assess results.
  • Review Employee Selections submitted for accuracy/completeness, and recommend salary/wage treatment in accordance with established policies, collective agreements, procedures, etc.; verify employment history, education, driving record, police checks, etc. as required; and prepare and extend offer of employment.
  • Review and plan for hiring requirements which may include analyzing past hiring statistics, participate in advertising and/or outreach initiatives, provide guidance and advice to hiring departments on recruitment/selection issues, etc.
  • Keep accurate records, systems, processes, reports, and other documentation stored and updated in accordance with relevant policies or standards.
  • Provide assistance to further progress on a given initiative, or share resources, knowledge, or expertise with others.
  • Demonstrate behaviours that support diversity, inclusion, and a respectful work and service environment that is free from discrimination and harassment. Help to remove barriers and accommodate employees and customers (within their area of responsibility) in accordance with TTC’s commitments and obligations under the Ontario Human Rights Code (OHRC) and Related Orders, the Accessibility for Ontarians with Disabilities Act (AODA), and TTC’s policies.
  • Participate in the TTC Customer Service Ambassador Program.

Education and Experience

  • Completion of a post-secondary college diploma or university degree in a related discipline (Human Resources Management).
  • Several years of directly related full-cycle recruitment and selection experience.

Additional Requirements

  • Demonstrated sound knowledge of recruitment, selection practices and methods, including sourcing and attracting applicants, and developing and conducting structured interviews.
  • Thorough knowledge of current employment legislation and an understanding of the issues related to recruitment and selection, including Human Rights Code, accommodation, discrimination, employment equity, diversity, etc.
  • Previous HR experience in a public sector and/or unionized environment is considered an asset.
  • Must have or rapidly acquire working knowledge of the TTC policies and provisions applicable to hiring and employment, including Collective Agreements, Seniority Regulations, salary administration practices and procedures, benefits provisions, equal opportunity, etc.
  • Sound judgment, tact and diplomacy; and strong interpersonal, interviewing, presentation and oral/ written communication skills.
  • Well-developed organizational, time management, analytical and problem solving abilities.
  • Proficiency in Microsoft Office software (Word, Excel, Outlook, etc.) and Applicant Tracking Systems (ATS)
  • Experience with SAP - Success Factors is considered an asset.

This position is designated Safety Sensitive under the TTC's Fitness for Duty Policy.  If you do not hold a designated position, you will be required to pass a drug test as part of the certification process.
