The Organization

The College Employer Council ("CEC") was created in 2010 through legislation and is a not-for-profit statutory corporation. The CEC is owned and operated by Ontario's 24 publicly funded colleges. The Colleges Collective Bargaining Act, 2008 and Ontario College of Applied Arts and Technology Act, 2002 provide both the mandate of the CEC and its governance by the Board of Directors (known as the Governing Council and composed of the 24 College Presidents plus the Chair of the Board of Governors at each of the 24 colleges).

The CEC is the bargaining agent for the 24 Ontario colleges in negotiating collective agreements with unionized staff. In addition, it provides a variety of services for the college system, not the least of which is benefits administration and advice on human resource issues, collective agreement administration, and research.

Since CEC's primary work focuses on nurturing the system's greatest asset, its people, the CEC plays an important role in the development of Ontario's colleges.

Position Overview

The incumbent is accountable to assist the Director, Benefits and Compensation in the administration of the Group Insurance Benefit Plans provided to Ontario's 24 colleges. This includes providing assistance and guidance to the Colleges' Benefit Administrators on group insurance plans and benefit provisions in the Collective Agreements to the Colleges' unionized employees and the Terms and Conditions of Employment for non-unionized employees.   The incumbent is also responsible for monitoring monthly insurance premiums and annual LTD claims audit, reviewing and analyzing group benefit plans, government sponsored benefit plans, benefit reports from insurance providers and the Colleges, preparing and maintaining notes / records of joint union/management benefit committee meetings and following up on both proposed and accepted benefit plan changes. The incumbent assists with the benefit audit process. The incumbent also assists and or prepares communications, benefit plan newsletters and updates for College Benefit Administrators, employees and retirees and training material for new Benefit Administrators of the Colleges. The incumbent works with the Director, Benefits and Compensation to identify E-learning opportunities for training Benefit Administrators.

Education

  • A 3-year post-secondary diploma/degree in finance and accounting or equivalent for benefit plan management.

Experience

  • Up to 5 years of progressive experience in finance/payroll/group benefit plan administration in unionized and non-unionize work environments. Experience working with government sponsored benefit plans is an asset;
  • Proficient knowledge of Microsoft Office applications (Excel, Word and Outlook);
  • Experience in planning, providing training and developing e-learning is a very strong asset;
  • Accounting and reconciliation experience, working knowledge of payroll is an asset.
