The Human Resources Division's mission is to provide strategic direction, advice, guidance and services to supervisors/managers and employees as they exercise their respective responsibilities at the Centre, fostering integrity of human resources decisions and well-being of all. The Division designs and develops policies and programs, implements them and delivers services in a number of human resources related areas.


Permanent Position – Ottawa, Canada

As the Manager, Global Compensation, you will be responsible for the development, delivery and evaluation of policy and programs in the areas of global compensation which includes compensation and benefits, payroll and HR systems management, as well as organizational design and job classification for employees posted in Canada and overseas. Working in a small organization with an international mandate, you will have the opportunity to apply your skills within the context of international employment standards and human resources practices.

You will be a full member of the Division's management team and participate in key strategic and operational discussions and decisions on human resources issues, priorities, systems, processes, performance indicators and budgets.

You will direct and oversee payroll services and global compensation services through a team of skilled professionals. You will also manage the implementation and maintenance of related systems and processes. You will ensure the provision of expert advice on various aspects of human resources management to align with and support the achievement of IDRC's strategic objectives and business plans including the HR Implementation Plan. In addition, you will act as Chief of Classification for the organization, provide expertise in organizational design and make authoritative decisions on job classification.

Overview of Qualifications

  • University degree in human resources, industrial relations, administration or other related fields
  • Position requires recent and significant experience (i.e. normally 10 years) with progressive responsibilities in various fields of human resources management including at least two of the following areas: global compensation and benefits, payroll and HR systems management, and/or organizational design and job classification
  • Bilingual (English and French) at an advanced level
  • In-depth understanding of human resources trends and best practices related to the management of global compensation and benefits
