Civilian staff play a valuable role at Peel Regional Police – one of Canada's most progressive police services – in supporting the delivery of police services to the public, making this position within the Recruitment & Staff Support Department an exciting opportunity to make a difference.

As a Talent Acquisition Specialist (Civilian Recruiter), you'll play a key role in maintaining staffing efficiency by performing a variety of activities related to the Civilian Recruiting functions. You will be required to manage full-cycle recruitment – from start to finish. This will include creating job postings, screening applicants, conducting testing, developing interview questions and conducting interviews, initiating background checks, preparing and negotiating job offers, and onboarding new hires. As a valued source of expertise, you will also work directly with Hiring Managers to provide advice and guidance throughout the recruitment process.

RESPONSIBILITIES

More specifically, as a Talent Acquisition Specialist (Civilian Recruiter), you will:

  • Compile and provide Applicant Packages to Hiring Managers; work directly with Hiring Managers to review applicant qualifications and competency assessments; develop pre-interview assessments and interview questions in accordance with specified criteria and applicable legislation; schedule interviews and participate on the interview panel; compile and record results and notify applicants; negotiate salary expectations for new hires.
  • Utilize automated applicant screening functionality within HRMS in order to perform preliminary and detailed screening to generate a pool of qualified potential candidates.
  • Prepare and update payroll/personnel information for civilian new hires, rehires and transfers; prepare offer of employment letters; calculate revised employment dates for civilian employment status changes, in accordance with collective agreement provisions.
  • Liaise with Hiring Managers in order to obtain civilian job vacancy details to create job requisitions; prepare civilian internal and external job postings, determining appropriate competencies and screening questions; co-ordinate external advertising. Maintain online applicant records in HRMS and update applicant status, as required; monitor open job requisition activity.
  • Attend Career Fairs as a representative of Peel Regional Police, and provide guidance and organizational information to prospective applicants.
  • Conduct the Human Resources induction process for new civilian employees and audit completed files.
  • Monitor assignment end dates for temporary positions to determine extension or end.

QUALIFICATIONS

In the role of Talent Acquisition Specialist (Civilian Recruiter), you will apply the following education, experience and skills:

  • A community college diploma in Human Resources Management, Business Administration or a related field, or an equivalent combination of education and experience.
  • Certified Human Resources Professional/Leader (CHRP/CHRL) designation is preferred.
  • A minimum of two (2) years' full cycle recruiting experience working on roles across various departments and levels.  This will have included creating job postings, screening applicants for qualifications and eligibility, co-ordinating, scheduling and conducting testing and assessments, scheduling and developing interview plans and conducting interviews, initiating background checks, preparing and negotiating job offers, and onboarding new hires.
  • Experience working in a unionized public sector environment is an asset.
  • Knowledge and experience in behavioural event interviewing and competency models, administration of assessments and tests, recruitment metrics, and `best practice` recruiting methods, including social media, Applicant Tracking Systems, and non-traditional sourcing of candidates.
  • Ability to build strong relationships with Hiring Managers and other stakeholders.
  • MS Word-Intermediate skills.
  • MS Excel-Intermediate skills.
  • MS Outlook skills.
  • Demonstrated knowledge of Human Resources Management Systems (HRMS).
  • Demonstrated co-ordination, administration, time management and organizational skills.
  • Effective oral communication and interpersonal skills.
  • Demonstrated written communication skills.
  • Ability to handle multiple tasks, manage own workload and meet deadlines, with strong attention to detail, working on multiple roles simultaneously.
  • Demonstrated knowledge of employment-related legislation pertinent to the function, including the Ontario Human Rights Code, the Employment Standards Act, the Police Services Act, Equal Opportunity legislation and Collective Agreements.
  • Ability to successfully complete the following tests: MS Excel; Filing; Grammar; MS Outlook; Spelling; Vocabulary; MS Word; Speed & Accuracy Typing.

  • You must have received, or be scheduled to receive the approved full dosage of COVID-19 vaccination by date of hire, in accordance with the recommendations of Ontario's Chief Medical Officer of Health

 

The salary range for this permanent, full-time position is $47,641 to $74,724 per annum and is complemented by a comprehensive benefit program, including employer-paid Health/Dental and Life Insurance after a six (6)-month waiting period; and the OMERS Pension Plan.
