Position Summary

Reporting to the HSE Regional Manager, the Rail Safety Manager works to support the overall HSE management system in an effort to enhance and improve HSE management system processes.

Primary/Essential Responsibilities and Duties

  • Assist developing of HSE processes, systems, procedures, and other documented info.
  • Assists in the development and review of safe work practices and safety procedures
  • Identifies gaps and opportunities to improve safety and environmental performance and makes recommendations based on findings
  • Conducts regular inspections and audits
  • Assists in determining corrective and preventative actions, and manages/tracks the completion of effective implementations thereafterConduct studies and implement programs to measure HSE processes (KPIs)
  • Writes and disseminates safety communications
  • Audits and coordinates purchasing of safety supplies/PPE
  • Tracking of HSE KPIs and metrics calculations
  • Monitors local regulations and client requirements and standards along with company policies and standards to ensure compliance
  • Assists and/or leads internal / external audit programs
  • Collaborate with the operation team and training Dept. to ensure that all staffs trained and has the necessary qualifications to conduct their work
  • Take the lead on any safety incident investigations
  • Manage Work-related Injury claims and develop Return to Work plans
  • Ensure all the HSE needs and expectations of the interested parties are met
  • Ensure the completion and accuracy of the risk assessments for projects
  • Oversight and monitor PNR subcontractor HSE performance
  • Manage regular emergency drills/exercises.
  • Ensure Changes that have potential to impact HSE management system is properly managed
  • Performs other duties as assigned

Required Skills and Qualifications

  • Hold a degree in Health & Safety, industrial Safety/ engineering, or equivalent relevant experience
  • Five (5) years HSE experience in Railway/Construction Industry
  • Experience in implementation and maintenance of Occupational Health and Safety Management Systems such as COR and ISO 45001
  • Extensive knowledge of the Occupational Health & Safety Act and associated regulations and standards,
  • Well-developed communication (oral, written and presentation) and interpersonal skills
  • Valid Full G Driver’s License
  • Have ISO 9001 / ISO 14001 / ISO 45001 certificate(s) considered an asset
  • Have CRSP certificate considerate asset.
  • Familiar with Canadian Rail Operating Rules (CROR) is an asset
  • Proficient in MS office

  • Flexibility for travel; visits various locations
  • Flexibility in scheduling to meet operational demands
  • Works both indoors and outdoors, exposure to all weather conditions
  • Standing, sitting, walking, speaking
  • Use of Computer/keyboard
  • Working in a safety-sensitive culture
