The Functional Analyst is responsible for defining and overseeing the implementation of business requirements, maintenance, upgrades and associated software applications to support the human resources enterprise information system (PeopleSoft HCM 9.2). The incumbent provides functional and technical advice and first level support to the team in developing and maintaining many of these applications as well as the human resource professionals and interface partners using the HR system. The incumbent will work with the human resources leadership, project teams and other specialists in human resources to meet its goals in support of critical technology applications that address the University's strategic human resource needs. The incumbent will provide direction and assistance to developers and database administrators in Western Technology Services, ensuring projects remain on track and critical human resource transactions, data and processes are well managed.

You are responsible for continuous research, analysis, and identification of software development trends, PeopleSoft/Oracle functional releases and applicable mobile technology. The incumbent is accountable for promoting informative resources to the human resources systems team by staying current on PeopleSoft developments using a variety of PeopleSoft resources (i.e. information portals, etc.) and through participative membership in software development or higher education consortiums, list-services and established partnerships. The role is responsible for leveraging collective expertise and knowledge to manage large, enterprise scale software implementations/enhancements and projects.

  • University Degree, preferably in Computer Science
  • Proficiency in a variety of programming languages is preferred
  • Certifications in software development industry is preferred


  • 5 years detailed hands-on experience supporting enterprise level software applications in a large diverse employment environment
  • 5 years' experience in providing functional guidance to development teams
  • Experience in relational databases including SQL Server, MySQL, Oracle
  • Experience with workflow, security administration, portal administration, etc.
  • Experience with PeopleSoft HCM 9.2 modules: Human Resources, Benefits Administration, Payroll for North America, Candidate Gateway, Talent Acquisition Management, Self-Service is preferred
  • Hands-on experience developing & supporting a large variety of critical integrations. This includes integrations with PeopleSoft and non-PeopleSoft systems that are received & delivered in various methods, such as flat files, xml, integration broker transactions is preferred
  • In depth knowledge of PeopleTools, including Integration Broker, Search Framework, Life Cycle Management tools, etc is preferred

Knowledge, Skills & Abilities:

  • In-depth knowledge of computer system administration, including computer networks, operating systems, and application software
  • Knowledge of HR Business Processes including application process design, development and implementation experience
  • Ability to communicate with a wide range of individuals including senior leaders, internal & external clients, integration partners, developers, database administrators, operations, etc.
  • Knowledge of techniques for planning, managing and coordinating multiple projects, often with competing priorities that involve a variety of stakeholders
  • Ability to assess and balance cost vs. benefit vs. risk of customizations
  • Detailed knowledge of data structures, data relationships and reporting tools
  • Demonstrated ability to affect change and support new directions for applications development technologies on campus
  • Ability to provide direction and guidance to a team of application developers
  • Competency to maintain confidentiality and treat sensitive information with discretion
  • Able to introduce innovations and significant improvements to processes and outcomes of work
  • Attention to detail with an ability to retrieve, analyze and synthesize sizable amounts of data while ensuring that information is accurate and comprehensive
  • Ability to implement corrective actions based on the immediate context of a situation, follow-up questions, and solicited input
  • Ability to successfully manage meetings with customers and colleagues
  • Takes initiative to gather data that helps identify and differentiate the symptoms and root causes of defined problems
  • Establishes a higher standard of performance excellence in key areas of responsibility, thus serving as a model for performance in this role
  • Knowledge of platforms such as desktop, web, and mobile
  • Knowledge of current Internet technologies, including HTML and CSS including responsive web
  • Expert in the development and execution of test cases and test plans
  • Excels at writing clear, concise procedural documentation
  • Demonstrated commitment to ongoing learning and professional development
  • Investigates defined issues with uncertain cause
