Main Purpose and Function

Responsible for the overall management of the Driver Services program and to ensure City of Vancouver drivers effectively maintain compliance with the BC Motor Vehicle Act’s National Safety Code requirements and WorkSafe BC Regulations related to vehicles and mobile equipment. Works as a member of City of Vancouver Compliance Team to provide consultative services, monitoring, reporting and training on a wide range of issues related to performance, management and regulatory compliance of drivers throughout the City employees. Additional functions include City driver safety program or procedural design, implementation, updating and auditing; fosters a positive culture and relationships among management, employees and union representatives related to driver safety and performance.

Additional functions for this position are required to include researching and recommending changes to City policy or the policy guidelines, individual department Standard Operating Guideline (SOG) development, driver safety program development and corporate accountability through driver safety program or driver compliance auditing.

The position will supervise driver training and compliance program staff and be responsible for their performance reviews, time management and participate in grievance and discipline processes as required. In addition the manager will be required to make recommendations to management on driver suspension and or termination. The position will develop and maintain the associated process, systems and reporting to maintain and communicate the status of compliance with driving related laws and policies.

Key Contacts and Reporting Relationships

Directly reports to Manager Corporate Compliance. Contact with General Managers, senior managers, managers, supervisors and workers of all business units. Liaison between provincial National Safety Code and compliance team.

Specific Duties/Responsibilities

  • Consult, coach and counsel management on various driver performance issues such as compliance with legislation, City policy, rules, and standards.
  • Take a leadership role identifying and researching safety, compliance, administrative and policy issues and challenges related to drivers, vehicles and mobile equipment.
  • Develop policy, programs and procedures to assist with compliance, operation standards and improving driver skills.
  • Manage driver licence and abstract check administration.
  • Manage driver data in the Driver Check and Accident and Offence Tracking databases and then assess the information and create practical action plans to assist the development of drivers or corporate processes that create risk to the City.
  • Consult with management to effectively address at risk drivers.
  • Develop standards for vehicle and equipment accident investigations and criteria for preventable and non-preventable accidents.
  • Monitor and report on accident rates for different departments and vehicles.
  • Develop and communicate metrics on accidents and losses.
  • Develop standards and training programs for designated driver/operator assessors and trainers.
  • Research, assess and assist with procurement of companies offering driver and operator training.
  • Research, compile statistics, develops recommendations as written reports, and or presentations related to driver performance and compliance.
  • Recommend changes to optimize administrative processes related to National Safety Code or Worksafe BC mobile equipment compliance to operations or the Committee.
  • Audit operations for compliance with National Safety Code and Worksafe BC requirements related to driving.
  • Attend Committee meetings as a resource and facilitator.
  • Investigate driving related concerns from the public, workers, unions and management.
  • Responsible for hiring, assigning responsibilities, evaluating performance, coaching, mentoring, training and development, and discipline up to an including termination
  • Other duties/responsibilities as assigned

Minimum Qualification Requirements

Education and Experience:

  • Bachelor’s degree and minimum three years of experience in managing and developing staff, or an equivalent combination of education, training and experience
  • Experience in developing, implementing, and operating corporate processes including reporting
  • Experience in presentations to senior management and facilitating group workshops
  • Experience hiring, coaching, mentoring, performance and attendance management and progressive discipline practices.

Knowledge, Skills and Abilities:

  • Strong leadership and management skills in order to motivate, develop, and supervise effective operational and technical work teams.
  • Strong interpersonal and communication skills including technical writing, facilitating meetings, giving presentations and the ability to influence and promote teamwork.
  • Strong management and facilitation skills to plan for and manage driver programs.
  • Ability to manage change and assist people with adapting to change at all levels of the Department.
  • Ability to prioritize and organize work, manage multiple assignments, and meet deadlines.
  • Ability to exercise independent judgement and decision making and to make recommendations when required.
  • Knowledge of Microsoft Office Suite.
  • Possession of a valid driver’s licence (recognized in BC)
  • Knowledge and experience of National Safety Code requirements is an asset.
  • Knowledge and experience of WorkSafeBC requirements is an asset.
  • Experience conducting driver license and abstract reviews is an asset.
  • Experience designing training courses and delivery for a variety of user groups is preferred.
  • Experience cooperatively working with regulatory representatives is preferred.
  • Experience working in a public sector and union environment is preferred.
