Responsibilities

PRIMARY PURPOSE

The Manager, HR Systems Support is responsible for optimizing the HR system(s) to bring value to the business through business process design, documentation, workflow, end-user experience, troubleshooting, security administration, and reporting and analytics by adopting industry best practices, and ensuring system(s) and data are maintained as per organizational standards.  The Manager spearheads the establishment of the strategic action plans for the future progression and deployment of the HRIS system strategy, leads the development and implementation of core HRIS business processes and service excellence solutions that align with client needs and technical priorities and oversees the change management cycle for maintenance and minor updates including communications and training related to system implementations to drive behavior changes and adoption.


KEY ACCOUNTABILITIES

As an HRIS Subject Matter Expert who understands the BCRTC business requirements and processes, Leads the development and implementation of core HRIS business processes and service excellence solutions that align with client needs and technical priorities and optimize the applicable systems. Contributes to the planning, development, implementation, and evaluation of strategic HRIS roadmap. 


Serves as a primary contact for HRIS troubleshooting maintenance and continuous improvement working with the application support team, applicable vendors, and other stakeholders. Including efforts related to the implementation of such improvements and training strategies and plans.


Responsible to manage the change management process for HRIS system maintenance and minor updates including strategic timely and effective communications and user-friendly documentation/training to drive behavior changes and adoption.


Oversees the development and continuous improvement of HRIS reporting.


Builds and maintains effective partnerships with key stakeholders, vendors, and other Product Owners to support required enterprise system integrations and optimize the system(s) to meet business requirements.


Manages vendor relationships and performance, works with vendors on developing creative solutions for current and future business requirements, solving technical issues, and enhancing service delivery. Ensures team members effectively communicate and collaborate with external resources.


Develops and implements necessary controls to identify and mitigate risks, identify opportunities, and recommend changes as required to ensure system integrity and compliance with applicable laws.


Collaborates/participates in BCRTC HRIS projects and coordinates with BCRTC, Business Technology, TransLink HR, Payroll, and other stakeholders as necessary.


Supervises and provides leadership to reporting staff, ensures adherence to established service levels, Participates in the selection, training, coaching, development, performance management, and all other people management practices.

Qualifications

EDUCATION AND EXPERIENCE:

The requirements for this job are acquired through a Bachelor’s degree in Business Administration or Computer Science and Engineering. 


7 years of related systems experience in supporting and maintaining large corporate HR Systems (i.e., Ceridian Dayforce, PeopleSoft, UKG Workforce Central, etc.) in a complex unionized environment. Solid experience with Ceridian DayForce is an asset.


OTHER REQUIREMENTS:

Advanced knowledge of HR Systems (including payroll, timekeeping & scheduling), including query and reporting tools. 


Strong knowledge of applicable labour laws and regulations, data protection, and privacy legislation. 


Solid interpersonal and communications skills to provide advice on HR systems capabilities and to train users at all levels of the organization.


Solid planning and organizational skills to address systems information needs of multiple HR functional areas.


Solid analytical skills to address systems-based requirements and perform analysis on a range of complex HR-related issues.


Solid problem-solving skills to diagnose day-to-day HR systems-related issues/requirements and troubleshoot solutions.


Solid leadership skills to provide a full scope of supervision to reporting role.


Effective change management skills.


Advanced written and verbal communication skills with the ability to effectively communicate technical information in a clear and concise manner.


Advanced decision-making skills to respond, assess and react to a variety of operational and emergency situations.


Solid knowledge of standard office software. 


Solid abilities working with a large group of unionized employees and knowledge of the application of collective agreements, work rules, policies, and procedures.

Other Information

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

40 hours per week.

This position offers the flexibility of working both on-site and remotely within B.C. 

Rate of Pay

Salary $118,3416 - $147,926 per annum (Actual salary offered will be commensurate with education, experience and internal parity).
